When language included in the 2006 SAFETEA-LU Bill expanded the use of alternative pipes in Federal Highway Projects, the Pennsylvania Department of Transportation (DOT) cited these measures as a key tool in controlling cost and meeting specific project characteristics for culvert pipe. As the article notes, “in 2006, the Federal Highway Administration (FHWA) changed the national construction and maintenance regulation to expand the use of alternative types of pipe on federal-aid highway projects.” According to the article, the high-density polyethylene (HDPE) pipe selected for the project saves fuel to transport and takes less energy to produce than traditional materials.
